"Reject unverified users" wording

The checkbox to enforce "Reject unverified users" at project, group, and instance level is a setting which alters push rules at each level. In the comments of this checkbox it states "This setting is applied on the server level and can be overridden by an admin. Contact an admin to change this setting.".

Given that this checkbox/wording can only be seen by project/group owners and maintainers and that both these roles can alter this setting on projects/groups independent of how the instance level setting is set, it seems to serve no purpose for there to be mention of an admin.

I am fairly sure this wording used to be useful in older gitlab versions when the setting could not be changed independently of the instance level setting. But I have been assured by gitlab support that this functionality was never implemented in this way in the below support ticket.
