Backfill data for the new DORA Time to restore service metric

Release notes

Data backfill is needed for the new project-level DORA key metric API to improve the quality of answers and insights users receive from GitLab Analytics.

This relates to #299096 (comment 875564943)

Problem to solve

1. If we add a new tile with no data, users may be confused.
2. Users can't identify trends / anomalies without historical data.

Proposal

1. Adding Backfill for time_to_restore_service.
2. Backfill can start from beginning of 2022.
3. GitLab Ultimate only projects.
4. Consider performance vs data to ensure smooth page usability.
