Create scoring for Health Status on Issues

Problem to solve
The Health Status (which is an Ultimate feature) is great at identifying issues that are potentially at risk and provides visibility within roadmaps to highlight risk. Currently these need to be manually set and has very little guidance.
Intended users
User experience goal
Leverage Applied ML and the knowledge of a given issue to predict and apply a Health Status to issues.
Proposal
Leverage knowledge about a particular issue:
- Due Date: One of the following. Epic, Milestone, Iteration, Issue
- MRs: Whether or not there is an MR opened and the status of the Opened MRs pipelines
- MR Development: is it actively being worked on
- MR Review length: How long, for a feature with similar labels, does it take to complete development and/or review?
- Has it missed previous milestone dates?
- Has the Health Status been modified manually recently? If so, don't modify it.
With this knowledge, it seems like it could be possible to predict a given issue's health status.
Further details
This could be a phenomenal thing to dogfood with our product and we probably have good enough data to predict if an issue is going to be in a particular release.
