Enable Let's Encrypt certificates for new pages domains by default if it's enabled on the instance level.

We've released integration with Let's Encrypt a few months ago.

And you can press a toggle while adding new domain on gitlab.com and enable it: Screenshot_2019-10-09_at_12.37.57

Why isn't it enabled by default? That way you can still disable the toggle if you want to insert your own certificate or disable ssl. Screenshot_2019-10-09_at_12.38.02
