Deprecate manual iteration management

Deprecation Summary

We deprecated manual iteration cadences. Automatic cadences will generate iterations automatically and should not allow the creation, update or deletion of iterations. As iteration management was GA, we need o follow the deprecation process

Breaking Change

After the deprecation period, users would stop having the ability to create/delete/update iterations manually. The only remaining manual management capability that will remain is the ability to update and iteration's description.

    • !83907 (merged) - Documentation has been updated to add a note about the end-of-life and to mark the feature as deprecated
  • On or before the major milestone: A removal entry has been created so the removal will appear on the removals by milestones page and be announced in the release post.
  • On the major milestone:
    • The deprecated item has been removed.
    • If the removal of the deprecated item is a breaking change, the merge request is labeled breaking change.
