Create account actions section within top right dropdown
Problem
We know the first place users look to upgrade is the top right dropdown but this page currently contains a "start trial" CTA. However, a user may be looking to directly upgrade or trying to get ahold of the sales team at which point they have to try and find those actions on their own.

Tentative MVC
For group/project owners send to top-level group. Exclude projects with no parent group of the experiment.

When this experience should appear:
- When the user is an owner of a group
- If the user is an owner of multiple groups, then we should default to displaying the group they are actively in when they load the top right dropdown
