Add expandable/collapsable description to feature flag list

Problem to solve

Currently, feature flag descriptions get truncated. This forces users to have to navigate to the detail page to read the full description. This limits the usefulness of the description and requires extra navigation for users.

Add the ability to expand/collapse description. The description should fill space and then truncate by default to avoid lists becoming too long.
