too many redirects on reset default password for new user

Summary

After approving new users in gitlab-ee they forced to change password, but after login when they are transfer to https://gitlab.domain.com/-/profile/password/new they see too many redirects and after that moving to https://gitlab.domain.com/users/sign_up/welcome and this one is also say to many redirects.

Steps to reproduce

create new user set arbitrary password for it log out and log in with new user and you will see too many redirects at that url

version of gitlab: 14.7.0-ee.0 OS: ubuntu 20.04
