How can we improve container building/usage in CI/CD?

Problem Statement

Container building and interacting with containers in GitLab works, but there are a lot of ways it could be improved. We should research the problems people have in this space and determine a plan for providing a better solution.

The issue #23141 was an idea to make container building first-class, but the original ideas there haven't really proven out as being necessary. That said, in the discussion of that issue several ways we could improve the general experience/functionality were listed:

This research effort should also involve @trizzi and the Package team since there's a lot of overlap.
