Create light & dark VSCode themes for new Web IDE
Problem to solve
The instance of VS Code we're using to replace the Web IDE looks, as you would imagine, like the default install of VS Code. The theme is familiar to VS Code users, but not something that reinforces that this is a GitLab product.
VS Code, of course, allows you to change themes and even provides a mechanism to replace iconography in the UI. There are limitations, however, in what the theming engine supports. For example, you can't change the UI typeface or button styles.
Proposal
For our first iteration, we should create a Light and Dark theme that can be used as the default in the Web IDE. People will be able to change this theme if they want, but at least their first experience with the Web IDE will reinforce the GitLab brand.
