Remove dependency on Starboard Operator for Cluster Image Scanning

Why are we doing this work

Installation of the Starboard Operator is a prerequisite for the Cluster Image Scanning feature.

During our initial implementation, @bwill made a proposal to implement this feature without a dependency on starboard.

We want to implement this proposal to simplify the setup for this feature.
