Proposal

In brief, I would like to be able to disallow outdated gitlab-runners from connecting to my gitlab instance.

I recently was troubleshooting an issue and found a large number of failure logs from a particular ip. On follow up, determined it was a gitlab-runner failing to authenticate. On further follow up, found that the runner in question was version 1. The gitlab instance was version 14.6.

I was able to stop that particular runner in this case, but I would like to have been able to flip a switch to block, say, gitlab-runner < v 10.0
