Group-Level Milestone does not show projects to select

Summary

When creating a Group-Level (not Repository-Level) Issue Milestone, unable to select projects under the group. Steps to reproduce

While in any repository's user interface, click on the name of the 'Group' in the top left corner. (Example) Click on 'Issues' Tab. (Example) Click on the 'Milestones' sub-tab. (Example) Click the 'New Milestone' button in the top right corner. (Note: Have Master role in that group). Doesnt show Projects to select.

What is the current bug behavior?

We went from 9.3.10 to 9.4.5 and this issue started happening.

What is the expected correct behavior?

Show projects under the group where the milestone have to be created, so that group level milestone can have consolidate view.

(For installations with omnibus-gitlab package run and paste the output of: sudo gitlab-rake gitlab:env:info)

(For installations from source run and paste the output of: sudo -u git -H bundle exec rake gitlab:env:info RAILS_ENV=production)
