On-demand DAST configuration improvement - Implementation Issue

This is the implementation issue to build out the designs in #351476 (closed). The areas that need to be addressed are:

• Secure Configuration page change to show "Available on-demand" badge
• Text changes on the on-demand index page
• New layout for the "New DAST scan" page
• New drawer concept for profile selection
• Inline profile creation and editing within the drawer
  • Note: this mock is within the CI/CD config design issue, but the same work applies to both areas
