Remove bootstrap "collapse" functionality from our codebase

Once #353688 (closed) and #353687 are resolved, we can remove the line within ~/commons/bootstrap.js which imports bootstrap/js/dist/collapse and inch one step closer to excising unneeded bootstrap code from our main.js chunk.
