Import `glab` from Github to `gitlab-org/cli`

As part of &7514 (closed) and transitioning glab to GitLab the following steps need to be completed:

• Obtain maintainer access to https://github.com/profclems/glab
• Using the Github importer import project to <GitLab Team Member>/glab
• Transfer project from <GitLab Team Member>/glab to gitlab-org/cli

gitlab-org/cli will be the new canonical home for the the GitLab CLI.

Additional Notes/Considerations

• When the project is transitioned, CI will break and we'll need to update it before we're able to publish any new versions.
• Clement may wish to keep a version at github.com/profclems/glab - this should be evaluated as a mirror or a fork.

• Should we initially transition the project as private to allow time to get through the housekeeping work?
