Ensure next unresolved discussion button always takes user to the right place

Ensure that no matter what tab user looking at (Changes or Discussions), when they click "Jump to first unresolved thread" button, they are navigated to the correct tab where discussion is located.

Right now if you are on the Changes tab and the thread is on the discussion tab it doesn't work.
