Implement a Roll Out Review Process

Background

During a recent incident a roll out plan was created and followed in accordance with our current GitLab guidelines. However, it is possible that the incident could have been avoided if the roll out plan had gone to a review and approval process similar to but not exactly like a Code Review process.

Recommended Change

This issue is recommending adding an additional step to the Development Roll Out Plan process. The roll out plan would need to be reviewed and approved before the feature flag is globally enabled on production.

Whatever steps we add to this process, they should be very lightweight.
