Project environment dashboard - Display according to user's selection

GitLab will auto select the environments and projects to display on the environment dashboard based on the most recent activity/deployment. Our users may be interested in different environments and projects, so we should be able to provide this selection for them.

Proposal

Create a page where the user can select which projects/environments will be selected in the dashboard. This selection will be persistent, unless the user changes their selection.
