[RFC] Mattermost notifications, include feature for gitlab updates

Apply Security relevant Gitlab-Updates as fast as possible

Maintainers of gitlab instances, I guess Sidney in your terminology or Sam

We currently get an email when an update for gitlab is available and we see it in the admin section of gitlab (which we only see sporadically)

Proposal

We would like to get this notification via Mattermost because those we see more or less immediately and can thus react easier. It is also easier to see if someone is taking the task of updating over (by reacting to the message). Thus, enhance the mattermost notifications with a feature to send a notification if a gitlab update is available.
