For newly created users, when I try editing their details, previously assigned project limit vanishes

Summary

I discovered that when I add a new user, I have assigned project creation limit to 100. When I try to edit their details, the previously assigned project limit of 100 vanishes and sets up to 0.

Steps to reproduce

  1. Add a user with 100 as project limit.
  2. Click on edit button
  3. Check the 'Project Limit' counter. It will be 0.

Example Project

GitLab CE 12.4.0, Not sure about EE.

What is the current bug behavior?

For newly created user, when I try editing their details, previously assigned project limit vanishes

What is the expected correct behavior?

The project limit should be the same as defined during the creation of user account.
