Remove the ignore rule for approvals_before_merge column

The approvals_before_merge field has been made redundant within:

• Issue: #11132 (closed) (closed).
• Merge request: !16121 (merged) (merged)

A follow-up to #353095.

Within this issue, we should clean-up the ignore rule, which is the final step of the 3-release approach of column removal
