Fix the month view on the 'CI usage by minutes' bar chart
Summary
Currently, on the "CI usage by minutes" bar chart, we show two Februarys in the dropdown and only display usage daya for the first one.

What is the current bug behavior?
We don't differentiate between months so "February" usage will forever be February 2021.
What is the expected correct behavior?
Years are taken into account and we can filter by both February 2021 and February 2022.

Possible fixes
It may just be that the dropdown is broken. There's currently two februarys in there which is causing a reference error. If we fix that, the whole thing may work. We should also append the year to the month so it's clear what we're looking at.
