Suggested reviewers dropdown

Change the reviewers dropdown in merge request to include a Suggestions section to include suggested reviewers.

Design is at #341873[Suggestions_dropdown.png] Note with the design though we do not need to change it to have the checkboxes, we can keep the current dropdown design and just add a new section.
