Investigation: Gitlab CI/CD artifacts uploads fails

Problem

This is an investigation issue to find the reason why some artifact uploads are failing in the pipeline. The initial bug issue is #323197 (closed), which is currently bugtransient.

Goal

Our goal here is to provide reproducible steps to see the above bug so that we can properly determine why this is happening. Once we have reproducible steps, we can close this issue and return to the initial bug issue for planning breakdown.
