Upgrade Monaco to latest stable version

Problem to solve

The version of Monaco we're using for the Source Editor is more than 6 months old. There have been significant improvements to the codebase since we updated and the further we fall back, the harder it will be to update.

Proposal

Upgrade Monaco and ensure nothing breaks.
