Improve ability to search for an assigned project of a runner

If a runner has many assigned projects, it is difficult to search for one without a search bar. We will add a search bar into the list so it improves the ability to locate one.

Problem to solve

If a runner has many assigned projects, it is difficult to search for one without a search bar.

Additional Context:

In the Admin Area > Runners view, an administrator can view all Runners associated with the GitLab instance. That includes project (specific) runners, which is the focus of this issue. A user can enable a specific runner (a runner initially registered to one project) to many projects. And if they do so, in the current view, it's impossible to determine if a project is linked to that runner as there is no search or filter option.

Proposal

Add a search bar to the list of assigned projects.

Permissions and Security

The assumption is that there are no permissions and security model changes as the proposal adds the search component to the Admin Area > Runners view. This view is only accessible by an administrator of the GitLab instance.
