Issuable labels are unreadable in list view

Proposal

The labels on issues and merge requests are presented inline with the basic info (creation date, author, branch) etc.

This makes them difficult to read when there are many labels, since there is not enough whitespace or vertical alignment to enable the eye to scan easily.
