Alert the user when the agent connection breaks down

Problem to solve

As an Infrastructure Operator, I want to be alerted when for some reason the Agent-connection is lost.

Proposal

Fire some kind of an alert when the connection is lost with an Agent. We have the following options for alerting:

• open an issue/incident within GitLab
• fire an alarm by agentk within the cluster

Do not fire the alert if there was never a successful connection.

• Ingrid (Infrastructure Operator)
