How to replicate

1. Configure the Jira DVCS Connector integration with Gitlab on-prem

2. Create a merge request where only the commit message references the Jira issue ID. Check the Jira. In Gitlab 13.5.4 and Jira 8.5.3 the commit field will be updated in real time. In the latest Gitlab and Jira 8.21.1 no development panel fields are updated in real time (see the video linked in this comment).

Workarounds

Running the DVCS Connector manual sync (like in the video) will update the Jira Development Panel (delta issue #350894 (closed)).
