Show placeholder & first search result when focus in approvers dropdown

This is addition was mentioned in MR !18965 (comment 235801114)

1. Can we keep the placeholder visible when focusing the search input? (select2 docs; GIF)
2. Can we automatically focus on the first search result so that it's easy to search and select using the keyboard only?

Go to the Project General Settings page > Expand MR approvals
