Make OSS plan behave like Ultimate plan

Problem

I've noticed that there may not be feature parity yet today between OSS plan and Ultimate plan. I believe the lack of feature parity would make OSS plan behave like a Free plan, with basic features. With the migration from Ultimate to OSS we would drop features that program members may use.

We added OSS plan in the code since it was missing but this doesn't seem compete yet:

Solution

OSS plan should have the same features as Ultimate plan. We should probably modify the following locations:

But there may be other places to ensure the 2 plans are the same, except for the name and some plan limits that we may decide to customize in the future.
