Relocate verification warning before running shared pipelines

Problem to solve

This alert can appear alongside several other alerts simultaneously and in a different style. This can add unnecessary cognitive load.

Proposal

Relocate the warning to be more contextually focused

• Idea 1 (MVC): Change placement of the alert to page level on the Pipelines page
• Idea 2: Change placement of the alert to page level on the to-do page
• Idea 3: Popover message for the failing pipeline instead of tooltip
