Add feature flag to Instance, Group, Project level clusters

We need to place all the code that implements Instance, Group, Project level clusters under a dedicated feature flag feature_flag_name to be able to deprecate them safely (without removing them from the code)

Notes

• Including the APIs managing these
• We have GraphQL API + git to manage the Agent, but we don't have integrations with Terraform
