Allow a whitelist for block_auto_created_users

Problem to solve

Currently the block_auto_created_users is a catch all to prevent all users from signing in. We use Google oAuth to let users on our GSuite domain in. But it is still a two step process. Ideally we can whitelist certain domains so that users in our Domain don't have to be manually unblocked on signing up.
