Security Dashboard: Offer project sorting options within security status lists

When faced with many projects in which vulnerabilities were detected, it can be difficult to decide which to remediate first. We added a few handy sorting options so that you can decide on a most important criterion for your organization. By thus highlighting the projects that match best, you know where to focus your efforts first.

Problem to solve

The Security Dashboard/Center already provides severity-based grouping F to A. Within those groups, however, the sorting order isn't clear. It's not alphabetical by path, nor by the number of vulns, nor by most recent successful scan, I believe 🤷

Seen in a large GitLab Ultimate customer's (internal) support case.

Proposal

Add sorting options like Vulnerability number, most recently discovered, etc. and decide on a sensible default.

For example: Having the project with the most vulns on top of each F to B groups list could incentivise dependency upgrades for example
