Allow linking requirements to epics

When creating an epic, it should (optionally) always be linked to a requirement. E.G. every epic/issue should always be derivable from a requirement.

The implementation could be quite similar how issues and merge requests are linked to milestones.

I believe any serious gitlab-ultimate/premium paying customer that wants to user requirements within gitlab would serious think of this before considering using requirements management within gitlab.
