[VSA] Prepare the aggregated backend for release

This issue is for prepping VSA for %15.0.

TODOs:

• Breaking change in the release notes per &6046 (comment 825832079).
• Update the documentation.
• Enable the aggregated backend by default.
• Hide the opt-in/opt-out toggle.
