[MR Widget Eng] Test summary details

Overview

This issue is to track the engineering efforts of the Test summary widget using the new Merge request reports framework and 2 of 2 Test Summary implementation issues.

Proposal

Add details and modal to the widget (weight 2):

• render the list of failed/fixed tests at level three, including the recent failures text
  • i.e. New: ProjectAccessToken validations requires the presence of a personal access token
• convert/import the modal component, make each test's name a link that fills its data into the modal and opens the modal
• add the recent failures text at level one (this could be done in the first iteration if we decide that's easier during implementation)
