Add rule mode for scan result policies

Why are we doing this work

So far the YAML mode is the only way to create and edit new scan result policies into security policies. The Rule mode offers an alternative approach when dealing with those rules.

Implementation plan

• frontend Update the existing scan_result_policy_editor and its directory with rule editor mode and preview.
• frontend Create its respective policy_rule_builder.vue matching the design. Consider the existing one.
• frontend Update shared files to support the previous two items.
• Update documentation/screenshots to include the rule mode.
