Add user option to list users under namespace

Problem to solve

SaaS customers are currently unable to add users. They can only add existing members to their group as part of the process. This is important as we are trying to give more flexibility to our SaaS customers to manage their users and also for the unification of self-managed instances and SaaS.

Proposal

Create a button in the UI, that would permit owners of the namespace to add other accounts under their namespace. This option should be part of the users list of that specific namespace.
