Disallow as-if-jh pipeline to fail

Objective

Re-enable JiHu certification CI jobs by disallowing as-if-jh jobs to fail to ensure that JiHu upstream contributions can be tested and attributed in gitlab-org/gitlab project using pipeline:run-as-if-jh. Essentially revert !78573 (merged)

Background

as-if-jh is made allowed to fail in !78573 (merged) because it's linking to the archived old repository.

It's now linked to the new mirror after #351016 (closed) but it's still allowed to fail.
