Tags API missing tagger information

Proposal

We use the Gitlab API quite a lot. So far, it has been able to accomodate every need we had.
However, it appears the Tags interface is showing exactly who created the tag, while the API has no record of this as indicated in the docs: https://docs.gitlab.com/ee/api/tags.html#get-a-single-repository-tag
The request is therefore to add some information of the 'tagger'.
