Bug: tooltip in MR approvers settings wrong color

Problem

The ? icon is grey, instead of the defined blue seen in the merge request approvals settings for Vulnerability-Check and License-Check info popover. Context ~bug was discovered: #32391 (comment 235163812)

Solution

Apply the correct blue (#1b69b6) to the ? icon in the "MR Widget" and in the "Merge request approval UI"
