Proposal to Restrict User to Submit New Ticket Without Adding Description

Can there be a way to restrict the user from submitting a new ticket without adding a description, please?

Currently, in my workplace, we can create tickets by:

  1. Pressing the image (plus sign).
  2. This then lets you add a title but no description.

This should not allow you to add a title only.

Instead, if the + sign acted more like the New Issue button? In that, you can add a title and description?

This would prevent users from submitting empty descriptive issues - ie just plain titled issues which makes no sense to anyone.
