Remove sbom_survey banner
Summary
This issue was originally to cleanup the sbom_survey
feature flag, after the feature flag has been enabled by default for an appropriate amount of time in production.
Though this flag is for an advertising banner that we don't want to keep long term,
So we decided we can turn off the survey via the feature flag through /chatops and then schedule this issue to remove the code altogether at a later time.
It's worth noting that as part of this @jannik_lehmann built a common survey banner component, which will stay.

Cleaning up the code and the feature flag

Create a merge request to remove sbom_survey
feature flag. Ask for review and merge it.-
Remove all references to the feature flag from the codebase. -
Remove the SBOM survey banner instances from the code (3 in total) -
Remove the YAML definitions for the feature from the repository. -
Create a changelog entry.

Ensure that the cleanup MR has been deployed to both production and canary. If the merge request was deployed before the code cutoff, the feature can be officially announced in a release blog post. -

Close the feature issue to indicate the feature will be released in the current milestone. -
Clean up the feature flag from all environments by running these chatops command in #production
