VSA: Highlight outlier stages

When the user looks at the VSA landing page, the stages with the median duration are listed on top. The user needs to "parse" each stage to find stages that are taking the most time.

How: Determine outliers using a statistical algorithm (example 1.5*IQR rule) and highlight the stages which take generally a longer time.
