[Dark Mode] markdown divider <hr> in an issue description is not visible in dark mode

When using --- to create a divider, like below:

---

it is not visible in the description area. This is because it is the same color as the background of the description area. Since comments have a lighter background, it is visible there.

Marked as bug because it's invisible, and not what the user intended.
