Epics at lower levels (products/projects)

Proposal

• AS A product manager/owner
• I WANT to create epics at any level (including projects or products)
• SO THAT I can manage my product in the way that makes the most sense for my team and I

• GIVEN a user has logged in
• WHEN they are in any level of the repo (project, product, whatever)
• THEN they are able to create epics for that level

Side Notes:

• I work as a consultant for the government. Several teams migrated from your competitors (like JIRA) to manage their product in GitLab. It has been extremely frustrating from multiple PM's & PO's at various levels to not be able to create epics at any level. The need to jump up and down directory/breadcrumb levels to find the info about what's being worked is not intuitive or useful. Thank you for the consideration.
