export issues statistics in prometheus exporter

Proposal

i was surprised to not find the equivalent of the issues statistics API inside the prometheus metrics list.

i have found this python project that scrapes the API and digests it into a prometheus exporter, but that seems needlessly complex to deploy.

any reason why that's missing?

BTW: I considered filing this in the gitlab-exporter project, but it seems it's going to be deprecated
